I think this song is about Kurt. Everyone knows Kurt was skinny, get it, skin and bones, skinny..

"Seems my time is growing thin", reference to Kurt suicide jokes or that he didn't wanted to reach the age of 30.
"All worn out and nothing fits", worn out clothes, wide flanel shirts
"The more I give the less I get", the more Kurt tried to enjoy preforming the less the got the 'vibe' from it..
"Deep within this frame of mind", Kurt was a complicated man
"Tell my mom I'm doing fine", bad relationship with his mother..

Seems to me Grohl was tryin' to place himself in Kurt's position while writing his retirement letter and just exaggerated the skin and bones part to make it look the song is just about being skinny. Nice song! Just like Let it die, also about Kurt.
