Actually it's about LIVING, MINDFULNESS, and MEDITATION. Like all lyrics on the Traced in Air album...

I think it's about dying.
And the king of those who know is another term for god.
Because you'll only know when you're passed away.

First Couplet, he looks uponthe crowds, is about God.

Second one, Ocean born of tears -> Family friends at the funeral etc.

Also references to churc bells, karma has been burned (you die) Molecules emerge (You join the other side) etc.

But every interpretation is different that the beauty.

I think this song might be about the unattainability of "pure" knowledge OR "all" knowledge. To know everything is to be God-like, something that kings are known for wanting to be. So to be a king of those who know is to know more that those who know. To know more, or to claim to know more than God is as blasphemous as it is impossible, which is probably very much.
By the way this interpretation is absolutey incorrect. That I KNOW for sure.
