We first heard this driving across the country from Florida to Colorado and picking up local station after station. In the end we both knew the lyrics and would sing along with it.
Great song and great memory of a fabulous trip, 4,244 miles across our great land.

The song is about Rockefeller. He grew up in Cleveland and would befriend people on the streets, in bars, etc.
When he died, he remembered all of the people who befriended him not knowing he was rich, and left them money when he died.
In this song, yes, the millionaire left all of his money to Billy. Hope this information helps.
